As of September 24, 2026, three established Pokémon sets give back the most per pack in cards worth $100 or more: Ascended Heroes, Prismatic Evolutions and Phantasmal Flames, at 20%, 17% and 16% of what a pack costs in a six-pack Booster Bundle, and 12% to 16% bought one pack at a time. At those prices, every other English set of 2025 and 2026 returns 8% or less on the odds that are known, except the newest.
That newest set, 30th Celebration, on sale since September 16, 2026, scores 41% to 48%. Its prices were read eight days after release and are likely to fall as more product ships through December: if its cards lose about a quarter of their value, as Pitch Black's top card has since its July release, it lands level with Ascended Heroes.
The ranking
Return is the share of the pack price that comes back, on average, as cards worth $100 or more: each card's value times its chance of being in the pack, added up over the set. The table covers every English expansion of 2025 and 2026 sold in booster packs, plus Surging Sparks (November 2024), whose packs still sell for under $10.
| Set | Released | Cards over $100 | Back per pack | Return, pack in a bundle | Return, single pack |
|---|---|---|---|---|---|
| 30th Celebration | September 2026 | 11 | $5.38 to $6.28 | 41% to 48% | 30% to 35% |
| Ascended Heroes | January 2026 | 9 | $2.45 | 20% | 12% |
| Prismatic Evolutions | January 2025 | 10 | $2.27 | 17% | 16% |
| Phantasmal Flames | November 2025 | 2 | $1.90 | 16% | 14% |
| Pitch Black | July 2026 | 2 | $0.52 | 8% | 8% |
| Chaos Rising | May 2026 | 2 | $0.47 | 7% | 7% |
| Destined Rivals | May 2025 | 3 | $0.72 | 7% | 8% |
| Black Bolt | July 2025 | 4 | $0.97 or more | 7% or more | 7% or more |
| Mega Evolution | September 2025 | 5 | $0.62 | 6% | 7% |
| Surging Sparks | November 2024 | 3 | $0.56 | 6% | 6% |
| Perfect Order | March 2026 | 1 | $0.23 | 4% | 3% |
| White Flare | July 2025 | 3 | $0.35 or more | 3% or more | 3% or more |
| Journey Together | March 2025 | 0 | $0 | 0% | 0% |
As of September 24, 2026: medians of real completed sales for the cards and for sealed product. Bundle: a six-pack Booster Bundle divided by six. 30th Celebration is a range because its three RGB Mews have no reliable pull rate, and its Booster Bundle, out October 2, 2026, is priced on presales. Black Bolt and White Flare are floors: their Black White Rares have no pull rate at all.
The order of the three leaders depends on how you buy. A loose Ascended Heroes pack sells for $19.78 against $12.36 in a bundle, so one pack at a time Prismatic Evolutions (16%) edges Phantasmal Flames (14%) and Ascended Heroes (12%). A few sales can reorder three sets that close. The gap between them and the rest is what holds, however you buy, with one unknown: Black Bolt's missing rate. The rest of each pack has value too, only under $100 a card: the $20 view further down shows how much.
How long you wait for a card over $100
| Set | Chance a pack holds a card over $100 | Packs for even odds |
|---|---|---|
| 30th Celebration | 1 in 30 | 21 |
| Prismatic Evolutions | 1 in 144 | 100 |
| Ascended Heroes | 1 in 156 | 108 |
| Black Bolt | 1 in 238 or better | 165 or fewer |
| Mega Evolution | 1 in 266 | 184 |
| Phantasmal Flames | 1 in 304 | 210 |
| Surging Sparks | 1 in 319 | 221 |
| Chaos Rising | 1 in 327 | 227 |
| Pitch Black | 1 in 332 | 230 |
| Destined Rivals | 1 in 345 | 239 |
| Perfect Order | 1 in 486 | 337 |
| White Flare | 1 in 560 or better | 388 or fewer |
| Journey Together | None | None |
As of September 24, 2026. Black Bolt and White Flare are counted without their Black White Rares, hence "or better".
On Prismatic Evolutions it takes about 100 packs, and on Ascended Heroes about 108, roughly three times the 36 packs of a main-set booster box, for an even chance at one card over $100. Neither set has an English booster box: their packs come in Booster Bundles, Elite Trainer Boxes and other products.
Ascended Heroes, first on bundle prices
Nine cards over $100, six of them over $250, and $2.45 back on a $12.36 bundle pack.
| Card | Rarity | Value | One in N packs |
|---|---|---|---|
| Pikachu ex | Special Illustration Rare | $878 (10 sales) | 1,540 |
| Mega Gengar ex | Special Illustration Rare | $791 (12 sales) | 1,540 |
| Mega Dragonite ex | Special Illustration Rare | $488 (21 sales) | 1,540 |
| Mega Charizard Y ex | Mega Hyper Rare | $362 (7 sales) | 1,080 |
| Pikachu ex (second art) | Special Illustration Rare | $312 (6 sales) | 1,540 |
| Team Rocket's Mewtwo ex | Special Illustration Rare | $252 (6 sales) | 1,540 |
| Mega Dragonite ex | Mega Hyper Rare | $210 (40 sales) | 1,080 |
| N's Zoroark ex | Special Illustration Rare | $124 (6 sales) | 1,540 |
| Lillie's Clefairy ex | Special Illustration Rare | $118 (8 sales) | 1,540 |
Raw card prices as of September 24, 2026, medians of real completed sales.
The catch is size. Ascended Heroes runs to 295 cards with 22 Special Illustration Rares: one of them turns up every 70 packs, but a given one once in 1,540. God packs exist, holding three Mega Attack Rares and seven Special Illustration Rares, but none turned up in the 2,000-plus packs counted after release, and they are not in these figures.
Prismatic Evolutions, still near the top
Twenty months after release it ranks second among the established sets on bundle prices and first on single packs. Nine of its ten cards over $100 are Eevee or its evolutions, Roaring Moon ex the exception, and Umbreon ex alone brings in more than a third of the set's return.
| Card | Rarity | Value | One in N packs |
|---|---|---|---|
| Umbreon ex | Special Illustration Rare | $1,187 (22 sales) | 1,440 |
| Sylveon ex | Special Illustration Rare | $440 (12 sales) | 1,440 |
| Leafeon ex | Special Illustration Rare | $299 (5 sales) | 1,440 |
| Espeon ex | Special Illustration Rare | $260 (30 sales) | 1,440 |
| Vaporeon ex | Special Illustration Rare | $230 (7 sales) | 1,440 |
| Glaceon ex | Special Illustration Rare | $203 (8 sales) | 1,440 |
| Flareon ex | Special Illustration Rare | $183 (7 sales) | 1,440 |
| Jolteon ex | Special Illustration Rare | $164 (34 sales) | 1,440 |
| Eevee ex | Special Illustration Rare | $153 (11 sales) | 1,440 |
| Roaring Moon ex | Special Illustration Rare | $144 (29 sales) | 1,440 |
Raw card prices as of September 24, 2026, medians of real completed sales.
The flat 1 in 1,440 is not rounding: Prismatic has 32 Special Illustration Rares at 1 in 45 packs, so each sits at the same odds. Umbreon ex sells 12% below its median of the last 90 days, and among the cards priced here only the three RGB Mews of 30th Celebration sell for more.
30th Celebration: highest score, least settled
A 30th Celebration pack holds five foil cards, including one of 30 Pikachu rares, plus a foil basic Energy and a code card, and no reverse holos (the full breakdown is in our guide to how many cards are in a Pokémon pack). Its hits come far more often than in a main set: a Special Illustration Rare in 1 pack in 21, against 1 in 80 to 101 in the Mega Evolution main sets, an Illustration Rare in 1 in 5, a Classic Collection reprint in 1 in 10 and a Futuristic Rare in 1 in 120, in a large retailer's count of 3,000 English packs.
The three RGB Mews have no reliable rate. One turned up in a count of about 4,000 streamed packs, the 3,000-pack count was too small to measure them, and estimates run from about 1 in 3,000 to 1 in 10,000 packs for any of the three, though counts this small cannot rule out a rate outside that range. Anywhere in that range, they make up at most about a fifth of the set's return: the rest comes from eight cards between $107 and $249 that turn up every 210 to 300 packs, each priced on 130 to 584 sales.
| Card | Rarity | Value | One in N packs |
|---|---|---|---|
| Mew (R/RGB) | RGB, no official name | $3,974 (18 sales) | 9,000 to 30,000 |
| Mew (B/RGB) | RGB, no official name | $3,964 (34 sales) | 9,000 to 30,000 |
| Mew (G/RGB) | RGB, no official name | $3,625 (13 sales) | 9,000 to 30,000 |
| Lugia | Classic Collection | $249 (311 sales) | 300 |
| Charizard | Classic Collection | $199 (130 sales) | 300 |
| Mew ex | Special Illustration Rare | $179 (584 sales) | 210 |
| Gengar ex | Special Illustration Rare | $137 (547 sales) | 210 |
| Mew ex | Futuristic Rare | $133 (416 sales) | 240 |
| Magikarp | Classic Collection | $124 (156 sales) | 300 |
| Pikachu ex | Special Illustration Rare | $110 (383 sales) | 210 |
| Mewtwo ex | Special Illustration Rare | $107 (364 sales) | 210 |
Raw card prices as of September 24, 2026, eight days after release: medians of real completed sales.
These prices are likely to fall. They were read on September 24, 2026, eight days after release, with more supply on the way: Booster Bundles and Mini Tins ship on October 2, the two Ultra-Premium Collections and two other collections on November 6, and a Binder Collection on December 4. The older sets show the usual path: the top card of ten of the eleven sells below its median of the last 90 days, and the two most recent main sets, Chaos Rising and Pitch Black, fell furthest.
| Set | Released | Top card | 90-day median | Now | Change |
|---|---|---|---|---|---|
| Pitch Black | July 2026 | Mega Darkrai ex, Special Illustration Rare | $248 (763 sales) | $183 | -26% |
| Chaos Rising | May 2026 | Mega Greninja ex, Special Illustration Rare | $242 (775 sales) | $158 | -35% |
| Perfect Order | March 2026 | Meowth ex, Special Illustration Rare | $134 (449 sales) | $111 | -17% |
| Ascended Heroes | January 2026 | Pikachu ex, Special Illustration Rare | $1,043 (292 sales) | $878 | -16% |
| Phantasmal Flames | November 2025 | Mega Charizard X ex, Special Illustration Rare | $794 (356 sales) | $680 | -14% |
| Mega Evolution | September 2025 | Mega Lucario ex, Mega Hyper Rare | $235 (88 sales) | $219 | -7% |
| Black Bolt | July 2025 | Zekrom ex, Black White Rare | $580 (110 sales) | $601 | +4% |
| White Flare | July 2025 | Victini, Black White Rare | $519 (55 sales) | $457 | -12% |
| Destined Rivals | May 2025 | Team Rocket's Mewtwo ex, Special Illustration Rare | $508 (410 sales) | $396 | -22% |
| Prismatic Evolutions | January 2025 | Umbreon ex, Special Illustration Rare | $1,341 (241 sales) | $1,187 | -12% |
| Surging Sparks | November 2024 | Pikachu ex, Special Illustration Rare | $279 (216 sales) | $248 | -11% |
As of September 24, 2026. Now: the median of the last 7 days, or of the last 30 when a week has too few sales.
Pitch Black is the closest guide: ten weeks after release, its top card sells 26% below the median of all its sales so far. Apply that to every 30th Celebration card and redraw the $100 line: four cards fall below it, and the set returns $2.50 to $3.17 a pack, 19% to 24%, level with Ascended Heroes. At Chaos Rising's 35%, Gengar ex drops out too and the return is 14% to 18%, level with Prismatic Evolutions and Phantasmal Flames. The top of this ranking will not be settled until 30th Celebration is.
Counting cards over $100 is a poor guide
The obvious method is to count a set's cards over $100 and buy the set with the most. Mega Evolution has five and Phantasmal Flames two, yet Phantasmal Flames gives back $1.90 a pack against $0.62: three times as much, for a pack that costs a quarter more. Its Mega Charizard X ex Special Illustration Rare ($680) comes once in 400 packs; Mega Evolution's three Special Illustration Rares over $100 come once in 1,010 packs each, and its two Mega Hyper Rares once in 2,520.
What decides a set is three things multiplied: what its top cards sell for, how often their rarity appears, and how many cards share that rarity. A big set dilutes its odds; a small set with one great card concentrates them.
Black Bolt and White Flare: the missing rate
Both sets keep their most valuable cards in a rarity called Black White Rare: Zekrom ex ($601) and Victini ($589) in Black Bolt, Victini ($457) and Reshiram ex ($437) in White Flare. It has no pull rate. The 700-plus packs of the two sets counted before release held none, which cannot tell a rate of 1 in 300 packs from one of 1 in 5,000, so both rows are floors. Black Bolt would pass Phantasmal Flames if a Black White Rare came at least once in about 500 packs; White Flare would need about 1 in 260.
What is known points the other way: an Illustration Rare turns up in 1 pack in 6, more often than in any set here but 30th Celebration, and about a third of them sell for $20 or more. These two sets open better than their $100 figures say.
Lower the bar to $20 and Black Bolt climbs
Count every card worth $20 or more and the order changes below the top. Ascended Heroes still leads the established sets, but Black Bolt's Illustration Rares lift it to second, and White Flare, at 20% or more, draws level with Prismatic Evolutions at 21%.
| Set | Return on cards over $100 | Return on cards over $20 |
|---|---|---|
| 30th Celebration | 41% to 48% | 62% to 69% |
| Ascended Heroes | 20% | 28% |
| Black Bolt | 7% or more | 24% or more |
| Prismatic Evolutions | 17% | 21% |
| White Flare | 3% or more | 20% or more |
| Phantasmal Flames | 16% | 17% |
| Destined Rivals | 7% | 16% |
| Pitch Black | 8% | 15% |
| Perfect Order | 4% | 11% |
| Chaos Rising | 7% | 11% |
| Surging Sparks | 6% | 9% |
| Mega Evolution | 6% | 9% |
| Journey Together | 0% | 7% |
Pack in a bundle, as of September 24, 2026. Black Bolt and White Flare are still counted without their Black White Rares, and 30th Celebration is a range for its RGB Mews.
Phantasmal Flames, whose value sits in its two Mega Charizard X ex, barely moves. Journey Together stays last either way, and Perfect Order stays in the lower half.
Bundle, box or single pack
The same pack costs different amounts depending on how it is sold, and the format can reorder the top of the ranking.
| Set | Pack in a booster box (36) | Pack in a Booster Bundle (6) | Single pack |
|---|---|---|---|
| 30th Celebration | No booster box | $13.02, presale | $17.79 |
| Ascended Heroes | No booster box | $12.36 | $19.78 |
| Prismatic Evolutions | No booster box | $13.19 | $13.74 |
| Phantasmal Flames | $10.37 | $12.03 | $13.24 |
| Pitch Black | $4.71 | $6.53 | $6.92 |
| Chaos Rising | $4.94 | $6.26 | $7.13 |
| Destined Rivals | $11.30 | $9.72 | $8.89 |
| Black Bolt | No booster box | $13.68 | $14.43 |
| Mega Evolution | $7.91 | $9.64 | $8.84 |
| Surging Sparks | $7.96 | $9.88 | $9.84 |
| Perfect Order | $4.68 | $5.77 | $6.92 |
| White Flare | No booster box | $13.19 | $11.32 |
| Journey Together | $7.14 | $6.74 | $7.39 |
Per pack, as of September 24, 2026: medians of real completed sales divided by the number of packs; single packs rest on 3 to 18 sales. The 30th Celebration Booster Bundle ships October 2, 2026, so its sales are presales.
Ascended Heroes costs 60% more as a loose pack than in a bundle, which cuts its return from 20% to 12%, and 30th Celebration 37% more. For six of the eight main sets the booster box is the cheapest way to buy a pack: Phantasmal Flames at $10.37 returns 18%, and Pitch Black at $4.71 returns 11%. A 30th Celebration Elite Trainer Box ($158 on 114 sales, 9 packs) comes to $17.50 a pack, about the price of a loose one. At list price, $26.94 for a Booster Bundle at Pokémon Center ($4.49 a pack) when it has stock, as of September 24, 2026, the leaders' returns nearly triple, to 55% for Ascended Heroes.
Before paying resale prices for sealed product, check it for tampering: our guide to resealed Pokémon packs shows how.
The sets to skip for this
Journey Together has no card over $100: its best, Lillie's Clefairy ex, sells for $93.96 (13 sales). Perfect Order has one, Meowth ex at $111, and returns 4%. White Flare returns 3% on the odds that are known. Mega Evolution has five cards over $100 but returns 6%, its two Mega Hyper Rares coming once in 2,520 packs each. None of that makes them bad sets, only poor answers to this question.
How this was measured
Card values are medians of real completed sales of the raw, ungraded English card, in US dollars, as of September 24, 2026. Pack costs are medians of sealed sales, the latest from September 17 to 19, 2026: a Booster Bundle divided by six, a booster box by 36, or a loose pack.
A card's chance is the pull rate of its rarity divided by the number of cards of that rarity in the set (the rarities are explained in our rarity guide). The rates come from a large retailer's counts of 350 to 8,500 packs per set, which found each card of a rarity at about the same rate; the Mega Hyper Rare rates rest on a handful of pulls and are the least precise. Back per pack adds up value times chance over every card above the line; packs for even odds is the number that gives a 50% chance of at least one.
Left out: ball-pattern reverse holos, which our sales data does not price apart from the regular card, so Prismatic Evolutions, Black Bolt, White Flare and Ascended Heroes can only be understated; god packs; and one Journey Together uncommon whose single $367 sale in May is a mismatch, its Ultra Rare version selling for $2.17 on 66 sales.
FAQ
Which Pokémon set has the best pull rates in 2026?
30th Celebration, by a wide margin: a Special Illustration Rare in 1 pack in 21 and an Illustration Rare in 1 in 5, against 1 in 80 to 83 and 1 in 9 in the 2026 main sets. Better odds do not guarantee a better return: what the hits sell for decides that.
Which pack gives the best chance of a card over $100?
30th Celebration, about 1 pack in 30 as of September 24, 2026. Among the older sets, Prismatic Evolutions, about 1 pack in 144, then Ascended Heroes, about 1 in 156.
Is opening packs cheaper than buying the card you want?
Almost never. At 1 in 1,440 packs and $13.19 a pack, opening your way to one Umbreon ex costs about $19,000 on average, for a card that sells for $1,187.
Are older sets worth opening for rare cards?
Surging Sparks (November 2024) still returns 6%, about what Mega Evolution does. Earlier sets sell sealed at collector prices, about $27 a pack for 151 in a Booster Bundle and $62 in an Evolving Skies booster box as of September 24, 2026, which is why they are not ranked here.
Does Ascended Heroes have god packs?
Yes. Pulls posted online show a very small number of packs holding three Mega Attack Rares and seven Special Illustration Rares. None turned up in the 2,000-plus packs counted after release, so they are not in these figures.
Will 30th Celebration card prices go down?
Likely, as more product ships through December 2026. The top cards of Pitch Black and Chaos Rising, the two most recent main sets, sell 26% and 35% below their medians of the last 90 days, and a fall of that size would bring 30th Celebration level with Ascended Heroes or below it.
Do these numbers include graded cards?
No. Every price is a raw, ungraded card as it comes out of the pack; grading adds cost, time and risk, covered in our guide to what a Pokémon slab is.
