Ten expansions closed the PCG era in Japan, and this one came last, after two expansions of the DP era that replaced it had already shipped. Its whole list is EX Power Keepers, sold only in English until then, and the publisher warned buyers that many of the attacks, Poké-POWERs and Poké-BODYs inside had never been printed in Japanese. Scott, Professor Birch and Steven's Advice are the pack's three Supporters, and all three had been printed in Japanese long before: Professor Birch in the ADV Expansion Pack, Steven's Advice in Undone Seal, Scott in the Mirage's Mew starter deck. Flareon, Vaporeon and Jolteon appear as Pokémon ☆, and eight Pokémon-ex sit alongside them. Even the six basic Energy at the end of the list are printed as rares. World Champions Pack (WCP) was released on July 5, 2007 in the Diamond & Pearl series, with 108 cards. Its most expensive card is Blaziken #14 (Rare Holo).

The set was first available in first edition through the Pokemon Card Game website and at Summer Battle Road 2007. Orders were taken from June 15 to July 1, 2007, and packs of fifteen cards went out from July 5 to those who had ordered. The stated aim was that Japanese players would not be at a disadvantage at the 2007 World Championships, which is why it came after two DP era expansions.
