Dragons that roam the sky are what the title points to, and Rayquaza, Salamence, Flygon, Altaria and Dragonite all sit together in the Colorless block near the end of the list. The publisher's own product page singles out a first for the game: many of those dragons carry two Resistances instead of one. Six Pokémon-ex run through the set, Muk, Magcargo, Kingdra, Ampharos, Dragonite and Rayquaza. Plusle and Minun arrive as a matched pair of holos, filed one directly after the other. Balloon Berry and Buffer Piece close the Trainer end as Pokémon Tools, with TV Reporter and Mr. Briney's Compassion as the two Supporters. It reached shops on a Wednesday, between Miracle of the Desert and Undone Seal. Rulers of the Heavens (RUH) was released on June 25, 2003 in the ADV series, with 54 cards. Its most expensive card is Dragonite ex #38 (Rare Holo ex), at $223.63 (median of 8 sales over 30 days, October 1, 2026).
