Wizards built this expansion out of two earlier ones rather than a Japanese release, and the editing is what makes it worth reading. Eight Base Set cards were left out, among them Porygon, Koffing and Ponyta, plus the Trainers Devolution Spray, Pokémon Flute and Revive. Jungle had been padded for the English market with non holo prints of its Rare Holo cards, sixteen numbers doubled up that way, and Base Set 2 keeps one version of each and drops several outright. Its Electrode and its Pikachu are the Base Set drawings rather than the Jungle ones. Four theme decks came with it, Grass Chopper, Hot Water, Lightning Bug and Psych Out. The Wartortle at 63 also went out through Top Deck magazine as a W promo, the one card here with a life outside the packs.
