Why is Rocket's Scizor a Basic Pokémon?
It is printed in the style of the Japanese VS expansion, where a Trainer's evolved Pokémon is treated as a Basic, so it can be played without a Scyther. It reached English players as a Best of Game promo handed out at BattleZone events in March 2003, one of only two VS-style cards released outside Japan and the only one that would otherwise have been an Evolution card.
